558 United Campaign to Repeal the Anti-Trade Union Laws
A letter has been received from the Scottish Regional Committee of
the campaign in the following terms:
"Scottish Campaign Committee Meeting
With reference to the above, I write to invite you to the next
meeting of the Scottish Campaign Committee to be held on Saturday the
8th of December 2001 at 11.00 hours to be held in Room 4, City Halls,
Albion Street, Glasgow. Enclosed is a flyer advertising the event and
you may care to note that we have secured a list of excellent
speakers to address us. Please feel free to multi-copy this for
general distribution amongst your organisation/membership should you desire.
Included in this mailing is an Affiliation Form for either Trade
Unions, Trade Union Councils and/or individual supporters and I would
request that this is given your consideration.
Equally, I have also included the last edition of the Campaign
Broadsheet and I trust you will find this of interest.
I do appreciate that many Organisations and/or individual supporters
are already affiliated to the National Campaign. However, the
Scottish Committee is always seeking donations in order to keep up
the momentum from a Scottish perspective and again, I would ask that
this matter is given your active consideration.
Any contributions would be most welcome and cheques can be made out
to "Reclaim Our Rights (Scotland)" and forwarded to the RMT
Regional Offices, 180 Hope Street, Glasgow, G2 2UE. All donations
will be acknowledged and a receipt sent.

559 ISTC - Port Talbot Blast Furnace Explosion
A letter has been received from Michael Leahy, General Secretary of
ISTC, in the following terms:
"Thank you for your letter of sympathy and condolences following
the explosion at the Corus steel plant at Port Talbot on Thursday 8
November 2001. As you know the accident killed three of our members
and left a further 12 people injured, five of them critically.
ISTC has received many similar letters and we are extremely grateful
for all the offers of support that they have contained. As you can
imagine, the whole of the community is in a state of profound shock,
but we shall convey the sentiments expressed to the injured and their
families - and also to the bereaved - at the appropriate time.
No amount of money will compensate for those who have lost loved ones
or seen family and friends severely injured. Only a thorough
investigation will make sure that the causes of this tragedy are
discovered. Lessons must be learnt so that an accident like this
never happens again.
However, many of the letters have asked whether there is suitable
appeal fund to which they can make a contribution. A fund has been
established by the South Wales Evening Post, the local daily
newspaper covering the Swansea and Port Talbot area, which ISTC is
supporting. We have made a £10,000 donation to the fund. The
proceeds of the fund will be split between the steelworkers' families
and the All Wales Burns Unit at Morriston Hospital - whose staff have
been working round the clock to look after the accident victims.
We urge all those wishing to offer support to make a donation to the
appeal fund. Cheques should be made out to the

562 Women's School 2002
Applications are still invited for the two schools for women members
from 21-23 January and 23-25 January. The purpose of the schools is
to encourage more women to become active across all constituencies of
the Union. The schools are intended for very new or potential
activists and will cover the structure of the union, and equip women
to take part in union debates and encourage discussion and networking
on issues of particular concern to women.
The schools take place at the Elstead Hotel, the Union's Training
Centre in Bournemouth.
The Monday - Wednesday School commences at 2.00 pm on the Monday
concluding at lunchtime on the Wednesday. The Wednesday - Friday

566 Euro Manif Demonstration
Unions are being asked to support a demonstration taking place in
Brussels on Thursday 13th December to coincide with the European
Summit on the social dimensions of the EU. The key focus for the ETUC
and the TUC will be the Information and Consultation Directive, which
will be at a key stage during December. The march will depart at
12.30 and arrive at its destination, the stadium at approximately
14.00, where there will be speakers etc, until approximately 17.00.
Branches are invited to send delegates to the demonstration to join a
CWU contingent from the NEC. All expenses must be met from Branch funds.
Branches intending to send delegates to the demonstration should
advise the General Secretary's Department of the names and travel
arrangements as soon as possible. This information should be sent by

570 Royal Mail Service Delivery Uniform/Tax Allowance
As a result of a Branch enquiry, the Outdoor Department approached
Royal Mail with a view to examining whether an increase in the tax
allowance is warranted.
It will be noted from the letter published below that whilst the
Inland Revenue have confirmed that an increase is warranted, the
business have indicated that this will take some time to process and administer.
Given the recent experience of errors made by Transaction Services we
will of course be seeking updates to ensure that the timetable laid
out is achieved.
"Dear Mr McClean
Service Delivery Uniform - Tax Allowance
Further to my previous correspondence, I am replying with further
detail around the Inland Revenue dispensation for cleaning of Service
Delivery uniforms, via an adjustment to individual's tax allowance.
The Inland Revenue have agreed to increase the current £52 pa
tax allowance for uniform cleaning, to £90 for this tax year
(2001/02), and also to retrospectively apply this increase to the
last tax year (2000/01). This means that all uniformed postal
employees entitled to the enhanced tax allowance will receive
retrospective adjustment and payment.
Whilst agreeing this dispensation a number of inconsistencies have
been unearthed in employee's tax records, suggesting a number of
postal employees have not previously benefited from the enhanced tax
allowance. At the end of this tax year Service Delivery will supply
the relevant information to the Inland Revenue, such that any
retrospective entitlement to additional tax-free allowances back to
1995-96 can be assessed.
I am sure you will appreciate the scale of the Inland Revenue's task,
and hence why this issue has yet to be fully resolved. Unfortunately
the process is fairly unwieldy, meaning that when the Inland Revenue
supply Transaction Services with correct tax codes, the payroll
computer will need to be manually (rather than automatically)
updated. Accordingly, at the moment we envisage the exercise to be
complete around June 2002. The Uniform Team will organise appropriate
communications to employees, which we anticipate will be disseminated
early in the New Year. In the interim, please direct any queries to them.
In the meantime, we can only appeal for employees to remain patient.
Service Delivery is unable to amend tax codes without legal authority
from the Inland Revenue, whilst we are assured the Revenue are
working as quickly as possible to resolve this situation, and prevent
any re-occurrence of the problems faced in recent months.

571 Network Build Resourcing and SD2 Deployment
When the Executive team met with Network Access to review contract
deployment, it was put to the management team that there was little
or no evidence of SD2 deployment from Network Build, thereby leading
to greater deployment of contractors.
Management's response was to reject that this was the case and
undertook to provide evidence to the contrary. With the electronic
advance distribution of this Briefing a spreadsheet was attached
showing the number of man days of deployment for the most recent period.

572 Network Build Resourcing
Management undertook to provide to the Executive a range of
information that could be supplied in an electronic format and which
could be shared with Branches on the overall resourcing picture
within Network Build. Attached in the advance electronic distribution
of this Branch Officers Bulletin is the following information:
1) Current list of Network Build Opportunities which have been
advised to BT Wholesale for volunteers to apply or people to be
matched against.
2) Network Build Overtime Rates. Actual against budget (it should be
noted that this has reduced by a third from previous levels and is
projected to fall further)
3) Network Build Overtime figures in excess of 48 Hours
Branches will be advised of any further information that becomes available.

573 Contractor Deployment
Branches may recall that Tender 2000 placed contracts with Corning
and Skanska. Their intention was for a joint venture, which did not
materialise, and the contract was formally placed with Corning (with
cable work done by Corning and civils sub contracted to Skanska).
Earlier this year, Corning announced their intention to sell their
traditional cabling business. This sale was recently completed to
Skanska and BT novated the Corning contract to Skanska/MGT joint
venture. In practice the operational people on the ground are exactly
the same as those when Corning owned the contract (the operatives
were TUPE'd, from Corning to Skanska, and they are accredited for the
work being undertaken in first stage repair). The contribution MGT is
making to the joint venture is at managerial level.
The second company operating in this area is Enterprise plc, who are
the parent company of ARM. ARM has chosen to trade in the future
under the name Enterprise.
Branches will note from the recent distribution from my office for
the first time the activity sub-heading 'MUCJ'.

574 Network Build: Assistance to FTCs with Terminated Contracts
Management within Network Build have agreed to give further
assistance to FTCs who have had their contracts of employment terminated.
As of the middle of this week, letters will be sent inviting them to
be enrolled on the register of Hays, Initial and OPUS II. Hays and
Initial are the preferred BT suppliers of the gateway recruitment
into BT. In the event of BT recommencing recruitment they will be
invited to apply for BT jobs. OPUS II have a much wider range of
employers that offers recruitment/employment for Connect and CWU members.
Also with the invitation to register is information which is designed
to provide assistance in updating CVs. All those affected should have
received by the weekend the invitation to register. Branches aware of
where this is not the case should ask the appropriate line manager to
escalate and resolve.

575 e-peopleserve Career Model
e-peopleserve management have provided the Union with copies of
slides to be used in presentations throughout their organisation, and
not just in the UK, as to what they expect the career model structure
to be irrespective of location/country of operation. Management have
invited the Union to comment and we will be taking the opportunity to
do so in discussions.
It is our understanding at this point in time, that this is an
overlay on the Newgrid structure and how it will operate remains to
be explored. That which covers reward has not been developed and is
still in the planning stage so no further light can be shed on this aspect.

576 APR Process: Annual Conference Proposition 70c - 2001
The Executive has made representations on the terms of Proposition
70c, which sought that all APRs should be completed within 2 months
of the annual review date; failure would lead to an escalation
process via the line or HR management.
The annual review should normally be completed within the normal two
month window from due date, and for the majority of employees, BT
state that this is the case. BT further state that it recognises in
some cases there will be delays, due to a variety of circumstances
including illness, reorganisation etc. These should not be excessive
though and those involved should be aware of the changed timescales
for completion.
The BT position is should an individual feel that they are being
significantly disadvantaged by an excessive delay then they are free
to raise this with the manager and subsequently, if this does not
resolve their concern, with their countersigning manager. This can be
done informally or, where appropriate, through the normal grievance
procedure within their Line of Business.
BT Group management state that they share our aim to sustain the
integrity of the performance and development arrangements and keep
these under regular review. They believe that the most crucial
element of good performance management is the ongoing dialogue and
feedback between managers and their team members. The annual review
provides an opportunity to summarise this and to look ahead and plan
development, though with the rate of change in the company/industry
such exchanges are increasingly done in quarterly one-to-ones.
The process for addressing concerns about any delay to annual reviews
thus already exists and no new or special process would add to this.
Finally, BT Group have agreed that should there be any significant
cases of delay that our members raise with Head Office, this can be
in the first instance raised with the management concerned, or
exceptionally with the Employee Relations manager in the Line of
Business. Branches with cases that have not been progressed
satisfactorily should escalate these by contacting the appropriate
Assistant Secretary for the Business Unit concerned.

Tuesday 18th December 2001: No Excuse - beat bullying at work,
this London seminar will take place at the National Union of
Teachers, Mabledon Place, London WC1H 9BD. There will be speakers
from the TUC, Thompsons Solicitors and others as well as award
winning TUC/Industrial Society Video 'No excuse- beat bullying at
work' to help set the scene, plus there will be structured workshops.
