190 CWU Focus Fund (Formerly CWU Blind Babies' Fund)
At the Induction School held at the Elstead Hotel, CWU Education Centre, during the week commencing 11 to 15 March 2002, a collection of £186.62 was made for the CWU Focus Fund. Many thanks to everybody who contributed so generously to this worthwhile cause.

POSTAL
191 Wearing of High Visibility Garments by Royal Mail Cyclists
Further to BOB No.49, paragraph 604, at its March meeting the Postal Executive Committee agreed in the interest of safety to accept management's proposal to make the wearing of High Visibility clothing when cycling compulsory.
The correspondence relating to this matter is published as an attachment to this Briefing and it will be noted that the compliance rules are as for Uniform issues generally.

192 Royal Mail: Business Continuity Plans for 'Physical' Events
We have been informed by Royal Mail that in order to ensure the continuity of the Universal service, they are developing plans to ensure that service can continue in the event of a Physical Emergency i.e. fire, floods etc.
The intention is to pair offices within reasonable distance and develop contingency plans should such an event occur. They have committed themselves to discussing these plans with the CWU at local level and will be seeking CWU input.
Any difficulties should be reported to the appropriate department.

193 Quadrant Value Plus Range: April 2002 Review
Arising from discussions and a meeting about the price review, Quadrant have reviewed their proposals for the Value Plus price review to be implemented on the 8th April 2002.
By increasing the VP rolls and sandwiches Quadrant have managed to hold the prices on all cooked breakfast items.
They have also introduced a new price for VP Ham and Tuna sandwiches and rolls to cover the increased product price but to enable them to retain these fillings in the Value Plus Range.

194 Area Delivery Representatives - Database Information
The Postal (Outdoor) Department has an incomplete database of information on Area Delivery Representatives.

195 Postal Cadets
Further to Bob No.43, Paragraph 525, a letter has been sent to management and is reproduced below
"Dear Mr Callanan
Postal Cadet Scheme
You will recall your correspondence with Billy Hayes last year on this subject and subsequent meetings with Noel McClean on behalf of this department.
Our understanding was that we could expect proposals for training of Operating Grade employees, including those in the 16 and 17 year old range. At the same time it was indicated that the agreement on Postal Cadets would be extended until the end of 2001. As you know the Union was, and is, very concerned at Royal Mail's unilateral action in withdrawing from the agreement but we had thought that we had reached an understanding that there would be intensive discussions with a view to establishing a framework for the induction, training and development of young members of staff. The failure of the business to communicate further on this matter once again calls into question its integrity on this matter.
Under these circumstances it would be appreciated if you could let me have your proposals in respect of a revised agreement as soon as possible.

196 Royal Mail: Address Interpretation Agreement
Further to the Letter to Branches No.135/02 notifying them of the carriage in the Address Interpretation report by 72,815 to 36,392, it was noted that 56 branches did not return a ballot paper.
It would be of assistance to the department when considering the best method for consulting the membership over future agreements, if these branches who failed to return their papers could submit a report as to why they were unable/unwilling to do so.

197 Use of Private Cars on Delivery
The attached* correspondence has been exchanged and is self explanatory. We will continue to press for a full implementation of a ban on the use of private cars on delivery allied to a graduated use of the disciplinary procedures where necessary.

198 BT Pension Increases 2002
The Union has been informed that the pension increases for the members of the BT Pension Scheme will be as follows:

BT has decided not to recommend a discretionary increase in Section C pensions for the current year.
The increases for both Section A/B and Section C will be on a pro rata basis in cases where the pension has been in payment for less than a full year.

199 Union Safety Representatives in BT
Draft ISIS SFY/LAP/B007
Workplace Safety Representatives
Consultation is taking place with BT Union Health and Safety Co-ordinating Committees, Branches and USR's on the attached* Draft ISIS SFY/LAP/B007 Workplace Safety Representatives who are thanked for their comments to date.
The T&FSE Health Safety and Environment Sub Committee will be discussing the responses to this consultation shortly and welcome any further comments on this Draft ISIS.
A meeting is also being arranged between the T&FSE Health Safety and Environment Sub Committee and BT to discuss this document. Following this the T&FSE Health Safety and Environment Sub Committee will be inviting Secretaries and Chairs of the BT Union Health and Safety Co-ordinating Committees to a meeting on this issue.
